Pursuant to a notice posted on May 8, 2025, the House Committee on Licensing & Administrative Procedures met in a public hearing and was called to order by the chair, Representative Phelan, at 8:30 a.m.

The initial quorum call was answered as follows: Representatives Phelan; Gerdes; Geren; Harless; Harris; Longoria; Patterson; Perez, Mary Ann; and Romero.
