Pursuant to a notice posted on February 28, 2025, revised on February 28, 2025, and permission granted on March 5, 2025, to meet while the House was in session, the House Committee on Natural Resources met in a public hearing and was called to order by the chair, Representative Harris, at 8:00 a.m.

The initial quorum call was answered as follows: Representatives Harris; Martinez; Ashby; Barry; Bell, Cecil; Buckley; Fairly; Gámez; and Villalobos.

A quorum was present.

Chairman Harris welcomed the committee and gave introductory remarks and organizational information.
