Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Civil Discourse & Freedom of Speech in Higher Ed, Select was held on Thursday, November 13, 2025, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:34 AM. There being a quorum present, the following business was transacted:

The following members arrived after the roll was called: Senator Hughes and Senator Hall

Senator Hinojosa moved adoption of the committee rules. There being no objection, it was so ordered.

The following witnesses provided invited testimony (see attached witness list).

At 12:47 PM Senator Hughes assumed the chair.

At 1:35 PM Senator Bettencourt resumed the chair.

At 1:40 PM Senator Hughes assumed the chair.

At 1:54 PM Senator Bettencourt resumed the chair

There being no further business, at 2:47 PM Senator Hughes moved that the Committee be adjourned. Without objection, it was so ordered.
