The chair called the meeting to order at 9:00 AM. There being a quorum present, the following business was transacted:
The Senate Select Committee on Disaster Preparedness & Flooding met in a joint hearing with the House Select Committee on Disaster Preparedness & Flooding. Senator Perry led the Senate and House committees in a prayer.
Senator Bettencourt moved adoption of the committee rules. There being no objection, it was so ordered.
The Senate and House Select Committees on Disaster Preparedness and Flooding heard invited testimony regarding:
• the state’s response to the July 4 flash flooding in Central and West Texas;
• state disaster preparations and response capabilities, generally;
• state flood planning and flood infrastructure;
• river authority operations in Flash Flood Alley; and
• first responder communications during disaster operations.

At 1:04 PM Senator Flores assumed the chair. At 1:34 PM Senator Perry resumed the chair.
At 1:46 PM Senator Perry moved that the committee stand at ease until 2 PM. At 2:01 PM the chair reconvened the committee.
There being no further business, at 8:36 PM Senator Perry moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
