Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Disaster Preparedness & Flooding, Select was held on Thursday, July 31, 2025, in the Hill Country Youth Event Center in Kerrville, Texas.

The chair called the meeting to order at 9:30 AM. There being a quorum present, the following business was transacted:
The Senate Select Committee on Disaster Preparedness & Flooding met in a joint hearing with the House Select Committee on Disaster Preparedness & Flooding. Scot Wall led the Senate and House committees in a prayer.
Senator Perry, Chair of the Senate Committee on Disaster Preparedness & Flooding made opening remarks.
Representative King, Chair of the House Committee on Disaster Preparedness & Flooding made opening remarks.
Lieutenant Governor Dan Patrick made opening remarks.
Speaker Dustin Burrows made opening remarks.
The Senate and House Select Committees on Disaster Preparedness and Flooding heard invited and public testimony regarding:
• the state and local response to the July 4 flash flooding in Central and West Texas;
• meteorological data collection and modeling; and
• post-disaster mental health resources.

At 7:36 PM Senator Flores assumed the chair. At 7:49 PM Senator Perry resumed the chair.
The chair moved that the public testimony be closed; without objection, it was so ordered.
There being no further business, at 10:57 PM Senator Perry moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
